It appears the City of Ankeny intends to annex and bring Polk County residents into Ankeny whether they wish it or not. The City of Ankeny Got it Half Right. A Failing Grade. The city of Ankeny met the land percentage requirements of the 80/20 Voluntary annexation but ignored the voluntary part of the procedure as directed in Iowa code 368.6. The Ankeny City Council was notified both verbally and in writing of section 368.6 and of the wishes of 100% of the residents not to be annexed before voting on the annexation petition by DBA properties. The residents were not opposed to the DBA properties desire to be annexed but were opposed to the procedure and the lack of transparancy with regards to the costs to the residents by the City of Ankeny if annexed.
